47 CFR 1.929(k)(2) provides:
(k) Any change not specifically listed above as major is considered minor (see § 1.947(b). This includes but is not limited to:
(2) Any name change not involving change in ownership or control of the license;
47 CFR 1.947(b) provides:
(b) Licensees may make minor modifications to station authorizations, as defined in § 1.929 (other than pro forma transfers and assignments), as a matter of right without prior Commission approval.

Section 3.12.4 of the INSTRUCTIONS FOR VOLUNTEER EXAMINER COORDINATORS also states:
The VEC must screen the data on the Form 605 for accuracy and completeness before sending the data electronically to the FCC.
The name on the 605 form does not have to be the person's legal name. Any name can be on the form and license
as long as there is no intent to deceive anyone.
